Description

We are looking for a Workforce Strategy & Planning Program Manager to join DET’s Workforce Strategy & Planning team. This is an individual contributor role focused on designing and executing strategic workforce programs that shape DET’s future capabilities—bridging today’s talent needs with tomorrow’s AI-driven transformation.

This role is ideal for someone with ~5+ years of experience who brings a balance of structured thinking and hands-on execution. You will not only help define workforce strategies, but also drive their implementation and adoption across the organization.

You will own a high-impact portfolio focused on growing Early Career talent and helping define DET’s future Work Architecture—including role definitions, skills frameworks, and career leveling aligned to AI and Agent augmentation. This work will serve as the foundation for workforce planning, recruiting, and talent development.

Beyond program design and execution, you will act as a strategic enabler—driving adoption through communications, leadership enablement, and content. Partnering closely with DET leadership and Employee Success (HR), you will help ensure workforce programs are aligned to enterprise priorities and deliver measurable business impact.

Responsibilities

  • Architect the Future-Ready Work Architecture: Support the design and ongoing evolution of DET’s Work Architecture (Skills Library, Role Profiles, Leveling Guides) to integrate AI and Agents alongside human work

  • Grow Early Career Talent: Own and execute the DET Internship program, helping build a strong pipeline of future-ready talent

  • Enable Leadership & Organizational Readiness: Partner with DET leaders to drive adoption of workforce programs through communications, training, and content

  • Orchestrate Downstream Integration: Ensure Work Architecture informs key workforce processes including headcount planning, recruiting, and training

  • Lead Program Execution: Manage and deliver workforce transformation initiatives, ensuring timelines, stakeholder alignment, and outcomes are met

  • Analyze, Research, and Act: Conduct data analysis and market research to identify trends and translate insights into actionable workforce strategies

Minimum Qualifications

  • ~5+ years of experience in workforce strategy, workforce planning, organizational effectiveness, talent strategy, or related fields

  • Experience executing (not just designing) workforce or talent programs (e.g., early career, skills frameworks, workforce planning)

  • Strong program or project management skills with the ability to manage multiple stakeholders and deliver against timelines

  • Experience in consulting (e.g., org effectiveness, human capital, workforce transformation) or in-house HR/People Strategy roles

  • Strong analytical and problem-solving skills; ability to synthesize data into actionable insights

  • Excellent communication skills with the ability to translate complex concepts into clear, compelling messaging

  • Experience partnering cross-functionally with HR, Finance, and business leaders

  • Ability to operate in ambiguity, adapt quickly, and drive outcomes in a fast-paced environment
